The Dzongkhag Administration conducted a one-day induction program for the newly regularized Gewog Community Centre Operators (CCOs), focusing on essential aspects of civil service roles and responsibilities.

The program covered key areas including:

* Overview of Civil Service Reforms

* Civil Service Code of Conduct and Administrative Discipline

* Job responsibilities and Accountability Framework

* Performance Management System (PMS) and Career Path Progression

* Entitlements and Benefits as civil servants

* Advocacy on Go-To-Person for Sexual Harassment, Driglam Namzha, and Public Service Delivery Standards

The induction was graced by the Dzongrab and respective Sector Heads, who provided valuable insights and guidance.

In his keynote address, the Dzongrab emphasized the importance of the E2B10X vision – Enlightened Entrepreneurial Bureaucrats Ten Times – a strategic initiative whereby, in the next ten years, every civil servant is expected to enhance their capabilities tenfold by leveraging modern technologies and innovation to deliver effective and efficient public services.

This induction follows the recent regularization of CCOs into the civil service by the Royal Civil Service Commission (RCSC) on 16th July 2025, in recognition of their crucial role in bridging public service delivery at the grassroots level. The requirement for this induction was mandated as per their appointment orders issued by RCSC.
