SECTORAL PROFILE
Livestock plays an integral role in the lives of Bhutanese farmers. Large areas, especially the gewogs of Phobji, Gangtey, Sephu and Dangchu of the Dzongkhag can only be used for livestock production, while in other parts livestock is an integral component of a deeply rooted farming system. In order to achieve the overall national objective of higher living standards for the Bhutanese population, rapid gains and high productivity is essential. This can be accelerated with good organization structure whose institutions clearly defines and focuses on important aspects of efficient productivity under varied conditions.
Ever since the planned development started, Bhutan was critically short of skilled manpower. Through the development phase, there has been replacement of technical field staff with up-gradation of qualifications who were assisting in many development roles. At present the Wangdue livestock sector is manned with 28 technical staffs including the Dzongkha Livestock Officer, Livestock Production Officer and a Veterinary Officer.
The Livestock Sector is having 16 field offices including the Dzongkhag Veterinary Hospital in Peta Karp. There are 4 functional Milk Processing Centers and 5 milk collection centers. A honey processing Unit is under construction at Phobji gewog for the bee farmers group in Gangtey and Phobji.

Functions of Dzongkhag Livestock Sector
Function as a custodian for livestock product self sufficiency in the Dzongkhag and accountable for Dzongkhag targets & Annual performance Agreement(APA)
Prepare annual work plan and budget on livestock development for the Dzongkhag based on annual targets
Oversee the Dzongkhag Livestock sector management and staff performance
Facilitate in providing production and veterinary services to farmers
Coordinate livestock input demand and supply to farmers
Facilitate farmers training and other capacity development activates
Conduct periodic national livestock census and maintain livestock development information and data
Implement policy on notifiable and zoonotic disease
Prepare monthly analytical report on livestock development in the Dzongkhag
Liaise with relevant organization for development
Roles of Livestock Production Service Unit
Shall be the reference for all matters related to livestock production & Marketing (dairy/poultry/piggery/fishery/apiculture/), feed and fodder, and other livestock (Goat/sheep/horse) production activities in the Dzongkhag.
Shall coordinate formation and functioning of farmers groups/cooperatives in the Dzongkhag for better production and marketing
Shall identify and initiate livestock production and marketing research in the Dzongkhag
Prepare project proposal and write concepts to initiate new developments and resource mobilization
Conduct farmers training on production and marketing subjects
Support farmers and entrepreneurs in writing project proposal for livestock production
Shall carry out need assessment on livestock development activities in the Dzongkhag
Shall implement the required production standards and GMP at the field level
Provide technical support and advises on production and marketing to geog staffs
Implement field production research in collaboration with research agency
Shall assist timely submission of progress report with statistical analysis pertaining to livestock production.
Officiate the works of Animal Health services in absence of the unit head
Roles of Dzongkhag Animal Health Service Unit
Shall be the reference for all matters related to Animal Health and Disease in the Dzongkhag.
Develop disease prevention and control plan for the Dzongkhag and oversee the DVH management
Provide direct clinical and laboratory diagnostic services to the farmers
Conduct animal health research in liaison with relevant agencies
Conduct disease surveillance, control activities and make response to disease outbreak and notifiable disease in collaboration with relevant agency
Implements animal breeding activities guided by livestock breeding policies
Carry out management of veterinary drugs, vaccines and equipment and monitor drugs utilization in the geog centres
Carry out need assessment on livestock health development
Implement the required animal health standards and bio security at the field level
Provide technical referral /emergency services to geog centres
Submit progress report with statistical analysis pertaining to animal health and disease control in the dzongkhag
Officiate the works of Livestock Production services in absence of the unit head
